It's almost always the fuser though. If you have an extra-long phillips (16" or better) I'd use that to get the one 'buried' fuser screw out.
If, when you get the unit out of the machine, it's buried in toner, then most likely someone said 'yes' instead of 'no' when asked if a new toner was installed. This would cause the machine to continue running until the waste area in the cartridge overflowed, ruining the fuser over time.

Every time the front door is opened and closed, the customer is asked 'toner replaced?' and if they lie or hit yes when they mean no, the machine will assume the toner is new and has an empty waste tank. I've seen customers do this deliberately to try to save money on toner. As much as a new fuser costs, they're not REALLY saving any money, just creating a service call for new fuser down the road.

If fuser doesn't fix it, I'd suggest upgrading them to a better machine if possible.

fyi, the toner low indicator is trigger by 2 conditions (one or the other), the toner counter count, and also toner sensor. If you take the toner out and look at it on the side, there is a clear plastic window (4mm diameter), when toner gets below that point, it will trigger toner low indicator. I always tell me customers to tape that part, and then when the print quality gets lighter, then replace it. I was told by them that from the toner gets below that window until it really get light, they get about 1000 print more.
