[Error Code] E3-28 on DP-C213

Not much experience with panasonics, just trying to get some info to steer me in the right direction. DP-C213 with error E3-28. I checked the developer units and they rotate freely. The EC PCB, all connectors seem good and 4 leds are on. After the error comes up, 1 led is off, 3rd from left, next to the green led. I'm thinking defective motor, but was not sure which motor it is. In the attached pic, I'm thinking motor #4. Just wanting to know if i'm on the right track, or what. Its about a 2 hour drive and want to go back with a motor to swap out. Any help is appreciated.

Its the color development motor (Development motor 1). There is one for black and one for colors. Could very well be bad. Had to replace a couple in my day.
