When you walk up to the machine press the fax function and only when you start punching in the numbers (to send a fax). You get to the second number and a loud (very dirty) dial tone will emit from the machine then the panel will lock up... Sometimes the fax will operate correctly and then the dial tone is very low and hard to hear (and clear). The line going in is a dedicated fax line, and again, is a clean dial tone... Any help will be greatly appreciated...

Sounds too me like something is not configured correctly. Normally a machine should not go off hook until you hit the send button, if configured correctly or you press the off hook button. If all settings are correct and you are not using off hook, then the fax option board(s) are bad, usually the modem board.
