    Turn off the user authentication.......USER TOOLS---ADMINISTRATOR TOOLS---USER AUTHENTICATION--OFF

      Sounds like it might been installed at a military base and had a CAC card device connected or in some other environment where an external device, such as a hecon counter, was required to use. Check SP settings SP 5401 Access Control and return all to Default. Check SP 5113-001 and -002. They should be set to 0.

        SP5846-046 and once completed reboot the machine.
        Upon reboot use the default blank password setting.
        Do this for Supervisor and Administrator 1.
        This has to be done via Factory mode only.

            It will work but you need to see what the error is before you can proceed.

            If you wait long enough the machine should pop up with an error message that you could use to diagnose the issue. It could take up to 15 minutes before the error pops up so be patient.

              Run a non-default data smc and see if you have an unusual setting enabled.

                Did you check SP 5113? 001 is for physical devices. 002 is for JAVA applications. If SP 5113-001 is or was set 5, MF Key Card, check SP 5114 and return it to 0.
