    Without even looking at the manual I can see there is FAR too much toner in the Dev!(Vt 1.43) Also, Vsp / Vsg both 0.05vmeans the drum is covered in toner. Was the toner in the machine when you did the dev setup?? Was the machine overtoning before the rebuild? if the answer is yes, the new dev is screwed because the machine continued adding toner during the dev initialisation.

    ALWAYS leave the toner out of the machine when setting up dev and cover the entrance from the drum recycle section or you will NEVER get a good dev setup!
