Lanier LD040 (MP4000) SC 670

Have this LD040 giving us an SC670 Error. Manual says controller or BICU. We have tried both and no go.
I have removed the hard drive, memory and fax with no help. I also removed the fuser the pcu and unplugged the DF, none of this worked.
The screen comes up with the blue burst and after about 2 minutes it gives the sc670 code. I can not get into tech mode and it will not let me try firmware update either.
Has anyone seen this and found the problem?
Any help would be great.

Here's this from da Goose. Engine startup error - if fan in scanner unit near CCD is pulsating, replace IOB to fix SC670

I do hear a fan so I will check that out. I forgot to check goose.
