mpc 4000 spots

This machine only has about 10k on it but has developed random dots on the copy. color or mono. We replaced the K drum and developer material and it seemed to diminish quite a bit but not entirely.
Any ideas what may cause this?

Try to clean Charge Roller on all drum units.

But place a few layers of paper between the Charge and charge cleaning roller to prevent the cleaning roller getting wet.

The charge cleaning roller is the first thing to get tossed, good for nothing
