Touch panels are a problem, just replace them

There was a problem with the adhesive they used for a while. About a dozen models were affected,

Modded touch screen is H310 9900.
It's 106 miles to Chicago. We've got a full tank of gas, half a pack of cigarettes, it's dark and we're wearing sunglasses.

          Hit it.

Make sure the top cover of the control panel is not contacting the touchscreen or some foreign matter between it and the screen. Run a business card or something thin like that all the way around under the lip of the cover and above the screen. I've seen crumbs do this and also the top cover overtightened. This will prevent any operation of the panel.
