    sample scan?

did you try using color copy paper? The solids may look a bit cloudy if the paper is too rough

hmmm... looks like cheap and in addition moist paper to me...

are you feeding LEF or SEF ?

All in all this does look more like a paper issue to me - maybe low quality paper or a moisture problem. I'd probably try a test run on fresh color copy paper.

The black looks a bit week around "mr coffin" compared to the area around "list price.." - I guess it's a half tone?

I think you should try printing a set of test patterns with 100%, 50% and 25% coverage in A3/Tabloid size - one set per process color (C,M,Y,BK). Guess it would be interesting to know if these spots are appearing randomly or in a specific pattern/distance. You can also take a look if the spots does always have the same shape. And the 100% patterns should look quite solid on color copy paper and acceptable (slightly cloudy) on normal paper - sometimes the MPC can tend to rund with too little toner in the dev-mix over the time.

The fusing unit on this model can cause some weird and wonderful print quality issues.
A working but worn fusing unit can cause the following symptoms.

            • Patchy solids
            • Blurring / smudging
            • Buckle marks (more noticeable on A3) / flat spotted heat roller (moving the entrance guide back helps).

It's also important that the paper thickness is setup correctly.

            • Thin paper: (52-59 g/m2)
            • Plain Paper (60-81g/m2, 16-22lb.)
            • Middle Thick (82-105g/m2, 22-28lb.)
            • Thick Paper 1 (106-169g/m2, 28.5-44.9lb.)
            • Thick Paper 2 (170-219g/m2, 45-58lb.)
            • Thick Paper 3 (220-253g/m2, 58.5-67lb.)
