You start f'ing with the doctor blade and you'll have real problems. In this case try replacing the recovery blade on the drum unit, as it's probably allowing the toner to fall outside of the drum unit.

Yep, either the dev unit is leaking or the seals in the pcu are shot. That are the most common causes in my experience
