what is the difference in 2228C drum unit and 3228C drum unit

the only physical difference I can see ia a small plug in the end of the 22 series drum unit but the 32 series drum unit is more than twice the price. Is there any other differences in these units ?

Aside from the keying on the front of the unit they are interchangeable.

I don't think there is any difference other than the front plate. the early version of the 2228 didn't have a lube bar, but the updated part b1909510 has a lube bar just like 3228 one, but half the cost. I've been using the b1909510 exclusively for years.

Isn't the charge roller cleaning roller different?
One has a black felt roller and the other has an white foam roller.

The black felt roller would appear to last longer.

Been working on many of these machines since they were first launched and I've always used the J-C1 drum unit (B1909510) for both machines without any problems. Just remove the little blanking plate on the front.
