If I'm not mistaken, the file output type or compression should have no bearing on the machine's scanning capabilities.
The data needs to be stored in a raw machine format before it gets converted to a tif, jpg, or pdf. That's where the memory / hdd specs kick in.
I looked up the user manual as well as the product support guide for this model, and both seem to allude to the fact that 400 dpi scanning is only supported for letter size. Nowhere did I find an actual dpi spec for 11 x 17.
