I have seen one like yours - it turned out that the dev had no drive due to worn fine tooth helical gear in rear of drive assy. was a slight noise and machine just stuck on toner loading. Had to replace entire drive assy - not fun but all worked fine after,

Does the black toner bottle rotate? IF not it could be the toner supply clutch

this is right we already experienced this problem, the dev't clutch is defective. what we did is replace the dev't clutch from cyan dev't clutch just to isolate the problem then the machine worked fine.

Sounds like the Toner sensor is gone in the PCU dev tank.
If you are using SPC811 units and swapping the toner sensor then try a standard PCU unit for a test.
I have had this fault and no SC code was display until I swapped the faulty PCU to a completely different machine. Only then did the faulty PCU generate an SC code.

Are there any copy quality issues (blank prints for ex.) when dev. clutch fails, or not?

yes there is a copy quality problem blank copy with black, while the machine continouosly ask for toner it will not be distributed in the dev't unit since the clutch is not working. you can verify that by removing the pcdu of the machine(e.g black) the opening of the dev't unit is full of toner.
