firmware upgrade problems c3228

I've done it many many times. This time, machine runs sc998 error code.
Used two different SD cards, one that always worked, the other brand new. Downloaded yet again to make sure I don't have corrupt file. No go.
When I got WIM, the 'Rom upgrade' isn't there to do it remotely.
Any clues?

If I remember, you had to have a specific version of WebSys firmware for the RFU option to appear. When you're doing the firmware are you trying to do everything at once or are you doing the modules individually?

Are the dip switches on the BCU set correctly of the model? I once had a 2228 with the wrong label on the front so when the controller went bad I ordered the wrong one. You may want to double check whether this model also has a unique controller or firmware.
