    Llama God is dead on!!! In the US used/refurbed/ect machines are sold everyday, but not with a ZERO'ED counter !!!!!!!!!!!!!!!!!!

          The only time you can legally reset the counter is if the machine is REMANUFACTURED, which is different from refurbished or reconditioned. Remanufactured is stripping it down to it's frame and non essential parts (covers, etc) and replacing all of the mechanicals (not sure about the boards but I suspect so). Recondition/refurbish is just replacing the obvious broken/non working items and leaving the used but functioning ones still in (though they could crap out next week). Sorta like polishing a turd....
