Is there a way to make the colors not look washed out. Black seems to look great, but when printing in color they all seem light and washed out. Has new drums and new transfer belt and new developing units.

Kind of a tough one since it could be a couple of things:
Have you checked the laser glass for the colours?
Did you try running the printer calibrations in user tools?
Have you looked at the quality of the paper? Often standard US 20 pound bond just doesn't do well with colour printing. See if laser paper (24# or higher) gives any improvement in quality.
Might as well make sure the firmware is up to date as well. One of the revisions was for a process control correction.
