Try rebuilding the PCU first, 990 can also be caused by a worn drum.It's 106 miles to Chicago. We've got a full tank of gas, half a pack of cigarettes, it's dark and we're wearing sunglasses.

Already done that, but nothing changed.
I think its hard disk. First few questions:
1. Is software on HD or on mainboard?
2. If software is on HD can you clone a working HD and put a clone in machine?
3. If software is on MB and HD is dead, can i just change new formated HD and put it to work?
I done this things on Canons many times, but not a single time on Ricoh.

Ricoh copier did not store any software in harddisk, even you remove the harkdisk, the machine still run with limited function. Check the SC code histroy on SC 990 details, if it stated procon error, service and clean all mirror, id and td sensor, usually the code will appear after 60 copies ,replaced the drum and lastly the developer.Comment

Nothing really on the HDD except address book entries (if any). Try running copies with HDD disconnected. If the problem is resolved, then replace it with standard IDE HDD and format it. You will lose the address book destinations, and if you're using Scanrouter, the I/O device will need to be removed , then added again to re-connect.
ALSO...you say you've rebuilt the PCU. Any chance you have another one you could try? The Drum 'unit' itself could also be the problem (been there)Comment
