And this is only in SP mode. In user tools, it is in English. The tech replaced the BCU and ROM because he coulnt clear a 995. Now he cant clear the new rom because SP is in jibberish. Coulnt find any dips on the BCU, what can this be?

Incorrect region setting on replacement BCU is likely. IIRC this is a 'Factory SP' setting and not listed in the manual, a quick check of the manual shows no listing for a relevant SP. You may have to compare the SPs of a good machine to find out the SP#. -

Factory mode sp 5807 iirc to set the area if thats what it is
