First of all, I'd like to thank everybody who's ever replied to any color registration question here, that helped a LOT!
Anyway, I'd like to add one more thing, make sure that the registration roller is clean. The machine I was working in was OK when printing on 8.5X11 inch paper (after using many of the suggestions here), but on 11X17 inch paper, the color registration was all random and stupid looking. The registration roller was white with paper debris, so I cleaned it and the problem ceased to vex me.
