That looks very much like a bad earth to the PCU unit.
Check all the earthing plates on the three large screws that secure the PCU into the machine, check continuity with a multimeter from the plates to the machine frame. Check all contacts at the back of the machine to the PCU are ok.
Also I remember a bulletin about this issue where there is an earthing brush inside the PCU belt near the top that gets contaminated with toner, take the PCU out of the machine, put a sheet of paper between the pcu and brush (A3 size or whatever your local equivalent is) and clean off the brush vaccing up the toner as it falls.
If this problem has only appeared since you replaced the PCU and you've tried the above steps, the likelihood is that you have a bad PCU.
