There are so many things that could be causing this problem. You need to update/reload the firmware, change the drum, check connections on BICU, corona could be arcing.
Search this site for SC990 codes, you will get a ton of information within the previous posts
Testing 1-2-3, testing, testing. Is this thing on?

I Agree, SC990 is about as wide-ranging as any other single SC on any machine, and it's been covered like crazy on this site.
You shouldn't hesitate to do a search prior to posting. It's amazing what you might find: https://www.google.ca/search?q=sc990...w=1536&bih=774

SC990 is a nightmare for these units.Even it comes with a different lot of toner and developer. The only way to get rid of this Sc in 2035/45 and 2035e/45e is to scrape these funkies
This one of those SC's that is usually totally irrelevant to what the manual says, and sends you barking up the wrong tree, and eventually pulling your hair out. "software defective, internal parameter incorrect, insufficient working memory". What does any of that even mean in practical terms ? However, when I've had that on a 2035, its always been the drum. Happened to other colleagues, they said change the drum and such it was. Dunno why the drum causes it, but it does. Simply changing the drum cures it. Check the mileage on the drum if its done its time or near to it, replace it with another used drum for test purposes and see how it goes. You'll find that its most likely 99% chance, that.
I have got SC990 with aficio 2035.
I did softwere reset but still came out same code after 10 copies.
Anyone can help for this problem.
actually sc 990 is communication error caused by drum.connection of id sensor ,somtimes even if u changed drum, update machine firmware etc this error will appear again.in this case check ur laser unit, in laser there is laser drive board(LD board) which has laser diode if machine is dirty laser beam will not be detected by sync detector that makes id sensor pattern on the drum.once i solved this problem by changing drum and many times for changing LD board.wish u good luck

Could it be a drum ground problem? A while back we learned how to make an external drum ground using copper mounts for electrical conduit pipe, bending them flat and taping up the center so it wouldn't short out the HV board. You'd mount it on the upper screw of the HV board, and it would contact the drum shaft in the center of the flywheel. That took care of some problems on 35/45 cpm machines for us.

If it was a laser problem it would throw an SC322 or such. Go for the simple solution first, try another drum, even a used one.
