I would say too much developer/overtonered dev units. Take them out and see if you can turn them by hand. Had that couple of times so far.

Not a cheap repair and many points to check. You will have to change developers on affected colours. Worth checking for other SC codes related to transfer unit/ID sensors and recent ProCon results in 3-821.

Make sure that a transfer belt is within its life (600k), same with drums (450k), 4 transfer rollers under the belt are clean, ID sensors too. Also check the seals within each PCU. See a pdf attached.

Def sounds like an improper dev setup and the units are overfilled. Start fresh with new developer and follow the install directions exactly. Don't wing it, read each line from the manual as you go.
