Check the lower right cover is closed properly.
It happens routinely. It sometimes happens when the new toner is loaded, but doesn't show, and toner will not be loaded. Otherwise check, clean, and/or replace toner hopper

Do not completely clean the inside of the toner hopper, there needs to be some toner present for the sensor to detect. Also, check that the plate above the hopper hole moves freely and then check to see if the paper tags on the new toners have been removed.

If it is only happening with one toner, it could be a fault hopper. They come as individual units; really easy to replace.

Faulty toner cartridge. I have seen this twice with Toshiba toner so try another cartridge.

Try to replace hopper unit, there is a small bottle of toner comes along with the new hopper unit. also check the SP mode setting for toner empty dictation

I have the problem first I changed the toner thinking it was faulty then dev change but call came back after week.Im going down the hopper route.
