Searchable PDF is a software solution.

PDF is a container format, which can include pictures, fonts, index data, etc.

What you have is a .jpg/.jpeg in a PDF container that has not been indexed by an OCR program for ease of search.

You can have fun with with this little software program!:

Extract images from PDF, PowerPoint, Word, Excel and other files. For macOS

It will strip a PDF down into its basic components so you can see what it truly contains!

I know I had fun with it!...I stripped barack hussein obama's alleged certificate of live birth down to its basic components...and believe me, it wasn't just a scan of a COLB...it had layers and was a manipulated document!...not legitimate IMO.

Searchable/Embedded OCR is optional on newer Ricoh models. It can, however, take considerable time for the processing between the actual scanning and the sending of the document to the computer.

There are softwares available to convert scanned PDF files to searchable PDF files. Just Google searchable PDF.

I'm in the process of writing/coding a PDF extraction program from the ground up. I have the code to the stage of zooming vector graphic parts catalogues. I hope to have it capable of reading OCR at a later stage. Believe me this exercise is no easy feat. There is four layers of encoding plus one more for images before you can extract data out of a PDF file.

Most if not all older Ricoh model machine store Jpeg images to the PDF file format. Jpeg requires OCR recognition software. I'm not sure about the newer model Ricoh machines. I would be amazed if any companies make/model machines could scan a document and convert it successfully to working vector graphics inside the PDF format.

            IMHO....
