usercode authentication not working on copy- Ricoh MP3500

hi guys,
I have this weird error, customer ask me to restrict copy on Ricoh MP3500, but usercode authentication not working, it cant restrict copy and doc server, but on facsimile, print, and scanner works fine. Does anyone encounter this problem?

Have you turned it on for those modes in Admin Tools, as well as selected them in Address Book Management.

External key counter is turned on, turn off any external counter in user tools

thanks guys for some advice... I just fix the problem, want to share with you guys, what I did is to copy the NVRAM data of other machine with same model then upload it to machine with problem, of course dont forget to copy the serial number of the host machine. my machine works fine now.
