I recently had this similiar problem. They had grey background copies after 92k, end user said it kept asking for toner, they changed toner bottles and no help. The toner originally in the hopper was the old 35/45 bottle. I changed developer and had to scrub the mag roller, it was as if toner was painted on the mag. With a clean mag roller and new dev, the copies looked great.
2 days later, call back and grey background and not black spots, some as large as a quarter.
Major overtoning and the mag roller had spots where the toner was collecting, causing the large spots on the copies.
I didn't completely get rid of all the toner, didn't vac out the toner hopper the first time.
There was no mag roller available for order, found a dev unit and changed dev again and using appropriate toner.
I was told that the toner has a different make up from the old 35/45 toner, even though it uses the same developer.
The ends of the toner bottle are diff, old has 2 divets and new has 4....
Something to consider.
