I'm figuring it's probably the developer clutch but I just want to be sure. (I'm getting SC-388. Swapped a a known good dev and drum to troubleshot and the prints looked exactly the same. )

clutch will give you a diagonal white streaks...how is the rest of image? I would check the Image Transfer Belt charge roller for Cyan... -
Oh right! I forgot about that! I'll try another imaging unit tomorrow and post back.

Replacing the imaging unit fixed it. So now I'm off to the shop to figure out what's wrong with it.Comment

I blew out the ends of the cyan transfer rollers and it seems to have fixed it. I've never seen this problem before.Comment
