Most likely a bad drum ground. Usually the conductive bearing on the rear of the shaft quits being conductive. To check, read the resistance between the drum shaft and the ground lead on the drum shaft housing. It should be 10 ohms or less and should not vary more that 2 or 3 ohms as you rotate the shaft. The drum shaft housing will need to be replaced. As a temporary solution while you wait for a new drum shaft housing, mount a piece of stiff wire under the ground screw so that it contacts the drum shaft and/or the inner race of the bearing. After replacing the housing, execute SP2962 (Adjustment of Drum Conditions) as voltage is applied to the drum shaft ground connection, which goes through a relay on the development HV board, during on of the steps.

The other cause could be the charge corona, but that usually eventually throws an SC300.
