I can't see your machine, which is why I need to ask the following questions:
How did you check the web motor's operation?
What have you tried to fix this problem so far?
Without that information, any quick guesses I would make (like make sure the motor is plugged in) could be a waste of time rather than helpful, and who wants that?

Put a mark on the gear with a Sharpie, then go into service mode and turn it on a few times.
If the mark moves, it isn't the motor.

      Work smart, not hard.
Why do they call it common sense?

If it were common, wouldn't everyone have it?

First i would remove the web unit and check the orange press roller to see if the web is stuck. Then i would thoroughly inspect all of the gears that turn the web to see if any are broke. Then i would inspect the wire harness of the web motor for damage cause they do get pinched alot. then i would put a black sharpie mark on top of the used web roll then do the web motor output check at least 10 times to see if that mark moves if not replace web motor, AX04-0159. Good luck.
