Appears like the ITB cleaner blade is old an perished which is causing the ITB to jamb and stop its rotation.
You may need a new ITB cleaner unit an ITB belt. You may require a tech to fit these items.

The excess toner is being pushed to the waste destination. The printer i believe only has about 4000 pages printed so it cannot be that old the blade. Would the fuser cause any reason for toner to keep blotting onto the itb in large amounts like that?

I would really like to try and fix this if anyone can help me that would be great. i don't mind getting my hands dirty with toner.

I have the same problem...two lines one black and one yellow. It seems to me that cleaning blade of the belt don't do anything.
