MX-M453N Scans of Photo ID irregular

I have a MX-M453N that the internal prints are great and scans of documents also good. It's placed at a local CHP and they do alot of Photo ID's, drivers licenses that when scanned do not come out clearly and are unacceptable. I've swapped out the Doc Feeder, the Scanner Control board, the exposure lamp and CCD with no change. When you adjust the exposures they are still not coming out good. I tested a similiar model in the shop the ID's come out great. I've tried another Mother Board, a PCU PWB and no difference, firmware is up to date. I'm kind of suspecting the HV Controller or AC-DC converter ??
Has anyone out there ran into this and found the fix ?

If it has the DSK, that may be the problem; try enlarging slightly.

If your referring to the HDD it had the standard that comes with the machine. Also the extended memory chips installed. I've the same set up at the shop and no like problems.

DSK stands for "data security kit" and if it is installed may be the reason as ZOOTECH stated.

If they are using the cardshot feature, make sure the settings were not changed from default.
Go into SIM 63-5 and reset CCD to factory defaults. Also check the DPI default of the platen scan.
If CHP is law enforcement related (California Highway Patrol) then, as the previous post suggested, it may be DSK related.

Thanks guys. Yes it does have a data security kit. We have many accounts with DSK installed. I'm unaware of how to enlarge it ? Also the customer says it used to come out ok.

              Run sim 46-74

              This will adjust half tones.
