MXC401 washed out image

Black and white, and color prints are INTERMITTENTLY washed out and sometimes totally gone. If printing a 4 page color PDF file from a USB flash drive, first 2 pages are good and solid, last 2 pages CMY color is not there only black and white, see sample below.

When performing a print test from SIM 64 (test 19, square half tone shades of each color), the magenta print is washed out, see samples and maintenance report below.

drums are at 13k
dev are at 13k
(both rated for 30K)

I am leaning towards changing out all color drums and maybe the developers as a start.
Perhaps charge issue? Receptacle arcing?

Any suggestions are greatly appreciated.

I would suspect a charge issue rather than the developer

I would start with a full calibration, first. I have had issues with copy and print quality and performing a full calibration resolved the issues. Before swapping out drum or developer units, I would make sure the primary transfer unit is engaging on all colors consistently, you can watch it by cheating out the front door. Also make sure all the electrical contact points on the drum and developing units are clean and making contact.
