replaced both toner fans no help. Any ideas

You should be able to cheat the front door, with the primary transfer belt out, to see if the fans turn in simulations. If one is not turning, replace it or both. If both do not turn and you replaced them already, I guess you will have to check to see if they are getting the signal.

What is the model of the machine? Error code L4-45 is toner cooling fan motor, usually in colored machine it it located at the top of Black drum unit. Two fans you can easily remove it using thumb screw driver.
