The "test" in the webpage is only to verify your server is an SMTP server; that is all. It does not actually relay any mail.
Go into the Job Log and look at the email scans. If they are in fact failing at the machine level, there will be an error code. The code will lead you to the cause of the error (timeout, user/password, etc...).
If there are no errors and the scans show in the job log as successful, it is on the server or relay side. You can also check the scan settings to verify the email attachments are set to "unlimited"

Failing to plan is planning to fail!!!

Office 365 just changed their SMTP security a couple weeks ago and it's mandatory to use TSL. That takes some of the older models scan to email out. We run an older server that supports SSL for these situations otherwise you'll need to upgrade the machine for TSL or switch servers. I did find one other fix that may be temporary, I'm not sure. You can put brackets around the sender/reply address and hit submit. Like this: <email@email.com>
      Best rule for troubleshooting.
