What is the best method for importing/exporting data (address book, email settings, account codes, etc.) from an MX-3640N to a MX-4070N with account codes enabled? Do I need to enable account codes on the 4070 manually before I import the data from the 3640?

I would start with 56-2.
Used to backup the data in the EEPROM.SD Card, and HDD (including user authentication data and address data) to the USBmemory.
I am not certain if you would need to enable user authentication on the 4070 before importing.
You may then need to clone the Network Settings from the 3640 and import to the 4070 if the Network Settings do not carry over with the 56-2 -

I always use the service webpage for import/export and cloning.
A few things:
Sharps and user codes are a total pain the ass. If I were to import the codes, turn Authentication on first, then import. There are know issue where the codes are created first then the feature is turned on and half the code don't work.
There was an address book tool for importing older machine address books into new model Sharps. Something like Sharp Address Conversion tool or something similar.
