AR-M208 shifter problems

I have an AR-M208 that was purchased off-lease from a wholesaler. The delivery unit that was in it needed to be replaced due to heat stress damage. Once the machine was re-assembled, when in sort mode, the offset stacker does not shift on multiple copies. There does not appear to be any attempt to move made by the mechanism. It does shift ok in simulation mode 3-11. Any help or suggestions would be appreciated.

In the Key OP mode, enable the "offset" function.
