I have a rebuilt TC1 unit with all mods and brand new belt giving this code on EVERY machine we install it in. I did a 44-2 and noticed that the only difference in both units that the 44-2 readings are
*belt pcs r dif is 3 *belt regs f dif is 15
NOW on nonfunctioning unit
that is the only out of adjustment from functioning unit
*belt pcs r dif is 12 * belt regs f dif is 46
ANY IDEAS?

Absolutely and just for shites and giggles I tried it reversed...same issue

Did you check if the revised tension springs are on the unit? Could be that the belt slips.

UPDATE final.
I replaced the brand new belt with another brand new belt and VIOLA it works. JEEEEEESH
