There's a discrepancy in your serial numbers in your EEPROMs. Have you swapped any boards or is this a new installation? Do you have the AR-MM9 Fax Expansion Memory?

You have the DSK installed and need the flash ROM from the kit for the fax to work. That's not a problem if whomever installed the DSK taped the extra ROM in the machine for future install of the fax.

Fax kit was out of copier we do not kow what model it came from,we think that perhaps it came from a copier that had a data security kit installed and it is looking for that software.Does make any sense.
