mxc300w with a "An optional fax kit is not installed " message

The message listed above in this post is word for word when the fax button is depressed.
I have tried a fax board with no luck and the firmware is up to date and reinstalled also the machine has been cloned with a working of the same model.
Simulation 26-6/ 66-2/ 66-10 all act normal and let me perform.
Also the firmware checks out when checked in sim22.
There must be some way to shut off fax capabilities in the controller board that I am missing?
Any ideas?????

Is the destination set to proper country. Not sure if this would matter.
