[Misc] Service meter count

I have a studio 3055 that I am trying to get the service setting to fax the monthly meters to our office, but it will not, the mach will fax when using fax mode, send and receive, but when in service mode, it will act like it wants to, but nothing goes through, F/W is up todate, but will not send.
Any ideas on this one??

Do you need to dial a digit like 0 to get a line?

It has been enabled and no, no extra number needs to be dialed, it will send a regular fax, just not a programed meter count page, will act like it wants to, but never does, accepts the job, but just sets there
Go into admin mode, hit service and service notification, then fax, turn on total counter transmit, program number, and date, and after all that hit send now, it just sits there like it wants to, says job accepted and then erasing data, security hdd, and eventually goes back to home screen, and no fax ever goes through...yet, I can send a fax like normal...
F/W is up to date
