Toshiba e-181 Toner Light Blinking with new original toner

Dear Friends,

e-181/211 toner light is blinking even with new toner. I changed 08-971 to 3 and still the toner light is blinking.
When i do 02-1 enter it works but when i power off and on the toner light is blinking again.
Any suggestions?
