5015 series toner level problem

All toner levels read 1%. I replaced the toner motor chip read assy from another machine. Same problem. Partial cartridges all read 1%, regardless of the partial. Tried several. Put a new one in and it reads 100. Am I looking at a logic board?

I ran into a similar problem on a 6506AC, that would read 1% new or partial. The machine would continue to run until it actually ran out of toner. Manager said don't worry about it. They always had backups. I also had 2 06's that I had to replace the chip read board.
