That was what the service handbook says for your code.

While the machine is off, you will want to open the fuser unit and clean the thermistors of any toner/dust buildup. Close all covers back. Hold down the 0 and the 8 keys then power the machine on. when the screen comes up, type in 400 then start. press 0 and enter or start to reset code. to make sure it is reset, press clear all to clear everything. type in 400 and start again. If it says 0, you did it correctly. turn machine off then back on. It should come to ready. If it gives you the code again, thermistors or a thermostat will need to be replaced.

I recently saw a Toshiba tech bulliten about these 400 codes that mentioned something about a bad solder joint on the IH board in front of the fuser...Try testing by switching boards from another machine..Not positive, but sounds familiar.
