Have you tried a whole dev unit ,is the slit glass clean!
empty vacout all the recycled toner looks a bit like paper dust contamination in recycle toner hopper

clean all the old shit out and run a long run with iqc turned off

Looks like developer (could be the paper dust like james said) or either optics. Doesn't look as much like optics as it does developer. Did you run 05-200 and 05-290 when you replaced the developer?
I will not give you service manuals or firmware.

still think its paper dust contamination

it was ok for a bit after you re deved it then as recycled stuff has been feeding in has messed dev up

I would vac out the recycle unit and redev

what if you manuall add some toner into the dev unit see waht effect it has could be a pointer

Optics are out as it did it from an internal test pattern.
Try the following: Run a sky shot and crash the machine with the image on the drum and see if the drum image is good. If so then the problem is in the transfer section. I have seen the metal rollers in the transfer belt unit cause image defects. Clean them and try again.
If the image is bad then it is either drum ground, drum, developer, or voltage. If you have a parts machine try the hvt pwb. Also check drum ground and make sure that is good.
And Star Trek was just a tv show...yeah right!

I don't remember much about everything with these models. If i'm not mistaken, the machine partially varies voltages based on life of drum and other components related to image. In other words, the machine compensates voltages for image processing based on aging of units. I believe I had a tech once replace a drum in an ES-650 and soon thereafter his copy quality sucked. He went back and reset drum count. Copy quality was fine after that. Do ya'll think it may be a missed counter?
