[Jamming] Toshiba E Studio 28, Jaming in both casette trays same way!!

I pull tray 1 out to see paper feed rollers from cassette tray 2 truing but paper doesn't got thru the separation roller. Same exact thing with cassette tray 1. When I press print the feed rollers turn but will not pull paper far enough thru. I can manually turn the secondarily rollers after I press the print button and the get the paper to pull thru. I can also run from the bypass tray just fine.. Sounds like a main feed drive problem.. any suggestion... parts that will cause this problem. Try cleaning the sensors/rollers if you have not done so already.I would maybe look at changing the feed clutch (sits behind the tray lift box) if its happening on both cassettes. Just on the off chance. Have you tried different paper in the machine?
If it is the clutch causing the problem I used to change the feed and transport clutch at the same time ( I don't see many of these machines now).
It didn't say that I couldn't do it in the manual.

The part numbers for the clutches are 4401969900 and 4401969920.
It didn't say that I couldn't do it in the manual.
