[Error Code] Toshiba 351 C - CE 40 Appears after resetting Cyan toner needs replace

Hi..
Recently I have been getting error code CE40 then i resetted m/c using 08 - 665 / 08 -203 value to "0"
OR by clearing the codes using 08 - 573 to 576 to "0" .
Sometimes i have seen 08-576 (k) is "1" when CE40 occurs. Afterwards i removed the Black Dev tank and found the Dev amount was low and i added some. Then it was gone. But now even there is Cyan toner display appears "replace Cyan cartridge" but i have observed at this moment black prints are good. Cyan toner is mostly gone to the waste tank during the CALIBRATION process. How can solve these two problems what can cause this ??? Is it DEveloper???

If it is stripping dev from 2 different units I would clean the machine out especially the main charger (replace the grid and wire to), LED erase lamps and change the ozone filter to.
