eStudio 451c fax board set up

My hard drive died , and I got a new one and installed it with no issues. Set everthing up but cannot get the fax to work.
I get an error message "no authority to execute the job". I am guessing it is somthing simple but I cannot figure it out.

When installing a new HDD in a machine with a fax board you must do a 1* (hold down 1 &* on power up till you are in fax clearing mode), then type 100 & start, then 102 & start, reboot machine.
