It might be a dumb question but did you shake toners and also check toner at the end of cartridge they are notorious for breaking. Do you get noise? But most likely problem is with springs on small board. Check the springs towards the back of the machine where the toner cartridge makes contact. Sometimes you have to remove the screws that hold that in place and adjust the springs out so that they make better contact with toner cartridge. Hope this helps.

I did try to stretch them, but was very careful. Probably not enough. Purchased this thru a reseller and they can't get me a parts manual yet. I would appreciate the parts manual or the part number for the board and toner motor and gear that goes with it.
Thanks a ton!

Unfortunately I don't have the part numbers or parts manual. Sorry
It happens to me all the time with the estudio 163-167 gamma. I don't pay much attention to the message since the machines are working even with this warning message on. But sometimes i push the toner a bit more firmly and the message goes away. Sometimes until a put a new toner in it the message remains.

This machine will nit run with the toner not defected message.
For the e-163 - e207 you could cancel the toner chip in the 08 service mode. The setting was 08-695 and from 1 you changed it to 0 or viceversa ( i don't remember exactly). Try searching in the service manual of this machine for a setting similar to what i described.
