Ok when you do an NVM Ram Clear make sure the screens displays a "complete" once done, do it again to make sure. Once done do a "Memory Clear" twice as well. When you do these make sure you do "all". may not take the first time, make sure to Call Closeout and select Exit and Reboot. Anything within Diagnostics should be rebooted after completion.

This is in addition to my last post. Once you do the NVM RAM clear, and Memory Clear you can set the Admin Passcode once rebooted.

Ok I will check my system to see. By chance did this machine have a card reader or external device attached for access? Example CAC (common access card). Sounds like a security issue. I believe that is what you have. Reason I ask is if it did you have to attached that back on and clear everything, without it the machine will not reset at all. Basically it is in lock down mode for security to prevent anyone from accessing that machine. Print out a config sheet and post. Look for on left side under Foreign Device Interface. I will check for a snippet to reset. Where are you located?
