Is there a way for the AltaLink to be setup so ledger count as 2 on the total meter.

All of them.And yes is should be like every other manufacture .We called Xerox and it appears it isnt as easy as a simple service mode setting.

xerox doesn't make anything simple.

Yes.You have to call xerox and hopefully they will give you a pin number.Then the pin number is used to change the bill method.
